To the Honourable J. H. Stewart Lockhart, Colonial Secretary.

Sir,

With reference to the letter from the Crown Agents of 3rd July, 1901, concerning the issue of new stamps for Hongkong, we are of the following opinion:-

1. We see no reason why the 2, 4, 5, and 10 cent stamps should not be made by the Key plate system, as thereby a saving of initial cost amounting to £480 would be made. This saving would more than compensate for the additional expense in printing the stamps by the Key plate system.

2. Neither do we see any reason why the $1, 2, 3, 5 stamps should be any larger than the other postage stamps. If they were made in the same size, the same working die plate would be available.

3. We recommend the following additional values of stamps, namely a one cent stamp and an eight cent stamp, one cent for circulars and 8 cent for double postage to the United Kingdom.

4. The suggested improvements in size &c., of the postcards can be adopted.

5. It is essential that the stamps should bear the Chinese characters; a list showing such characters is given.

6. The above stamps should in part be printed in doubly fugitive colours, in a similar way to the stamps recently issued in the Federated Malay States.

7. All the stamps should be made available for Postage and Revenue where such adhesive stamps may be used without the over-embossment process.
